About Gloria Parker

Gloria Parker is the CEO and Senior Partner of Parker Group Consulting. Her company serves major corporations and government agencies, providing management and IT expertise as well as building relationships between the government and the private sector.

She once served as the Chief Information Officer (CIO) of two cabinet-level agencies, the Department of Education and the Department of Housing and Urban Development. She spent many years utilizing her IT expertise at a major Fortune 50 company.

Educational Background

Ms. Parker earned a BS in Mathematics degree from Hampton University and an MS in Mathematical Statistics from Ohio State University.

Work Experience

Ms. Parker began her career by working for IBM in sales and marketing. She won recognition for her successful management style and her ability to match business needs with IT solutions.

Then, she transitioned to the public sector. She served at the Department of Education as the Director of Information Resources Management. While the CFO took on a dual title of CFO/CIO, she then stepped into the role of Deputy Chief Information Officer. In 1998, Ms. Parker became the first CIO of the Department of Housing and Urban Development (HUD), and she later became its Chief Technology Officer.

In 2005, Ms. Parker brought her CIO experience and federal expertise to the private sector. As Senior Vice President of Business Development and Strategy for Apptis, Inc. and as Director of Business Solutions and Strategy for Civilian Business for CSC, she ensured that her company's solutions aligned with the needs of the agencies they served.

In addition, Ms. Parker served on the Presidential Transition Team from 2008 to 2009. After this, she was sought out by many Fortune 500 companies to assist them with the development of strategies that help win business in the federal space. She was also pursued by government executives to help with management issues and challenges because of her well-known success as a former leader in the government executive ranks.

Soon, she decided to start her own consulting business where she provides her knowledge and expertise to her government and corporate clients. Thus, Parker Group Consulting Inc. was born.

Awards and Recognitions

Ms. Parker's expertise in IT strategic planning and management is widely recognized in both the public and private sectors. She was a charter member of the Federal CIO Council and president of the Association for Federal Information Resources Management. Also, she is a Fellow in the Council for Excellence in Government and a member of CIO Senior Advisors to Government Executives (SAGE).

Her awards include the following:

  • The 2000 Federal 100 Award for CIO Council Leadership
  • The 2000 Presidential Rank Award
  • The 2000 Top Women in Federal Government Award
  • Vice President Gore's National Performance Review Hammer Award

During organization improvement effort at CDC, the Parker Group exceeded all expectations by going well beyond their calling to helping us to stay strategically focused and proactively think about the needs of our organization. We hired them to assist with aligning the technology components of the new organization, but soon realized that their skills and areas of expertise reach well beyond technology management.
